Balcony power plant systems have seen rapid growth in Europe recently, sparking considerable interest among users in China as well. To help our customers, we've put together answers to some frequently asked questions about these systems as they are used abroad.

(1) What are balcony power plant systems?
A: The official name is "plug-in photovoltaics." It's a small-scale solar system that you plug into a standard household outlet, just like any appliance, to power your home's electrical devices. Plug-in systems can be installed on balconies, terraces, roofs, exterior walls, gardens, and garages—not just balconies. In Germany, true "balcony" installations account for less than a third of all plug-in solar systems. The concept originated in the Netherlands in the 1990s and later spread to other European countries and the United States.

(2) What is the maximum power of a balcony power plant system?
A: It varies by country. In Germany, for systems without energy storage, the legally permitted maximum grid-tied output for the inverter is 800 VA. This limit was established by the relevant authorities after extensive theoretical analysis and testing. We'll cover the details of this process in a future post, so be sure to follow us. Germany's maximum permitted installed capacity (module power) for a balcony power plant system is 2 kWp. For systems using a household Schuko plug (known in China as the European or German standard plug), the maximum allowed installed capacity is 960 Wp.

(3) Do I need to notify the grid company when installing a balcony power plant system?
A: In Germany, you must register the system with the Federal Network Agency. However, unlike conventional rooftop solar, you don't need to notify your local grid company to get an installation permit. Incidentally, the grid company can access user registration information from the Federal Network Agency.

(4) What happens if the system generates more power than the household is using at any given moment?
A: Any excess power is fed back into the grid. For users with older mechanical rotating-disc meters (Ferraris meters), the meter will actually run backward, which is permitted under German law. For users with bidirectional meters, this excess power is recorded as generated electricity. If a user hasn't registered their system with the local grid company, the grid company gets this power for free.

(5) Can balcony power plant systems be used in high-rise buildings?
A: In October 2023, the German Institute for Building Technology (DIBt) clarified that photovoltaic modules in plug-in solar devices are not considered building products. This means solar panels for these systems are classified like flower pots; even when installed at heights over 4 meters, they don't need to meet special technical requirements. From a safety standpoint, the modules must be installed securely enough to withstand wind. For high-rise buildings, lightweight, non-glass modules are recommended.

(6) Can a tenant install a balcony power plant system if the landlord objects?
A: Tenants in privately owned properties must get the landlord's permission beforehand. Similarly, tenants or owners in a German condominium (WEG) must get prior permission from the homeowners' association. However, under a German law taking effect in October 2024, balcony power plant systems are given priority rights for installation. Landlords and homeowners' associations cannot block an installation without a valid reason or simply because of its appearance.
